Tavares missed the final pre-season against Huddersfield Town and had been presumed injured, having initially been down to play. He was in fact ill and will travel with the team to the Pirelli Stadium.
Moussa Baradji, Dion De Neve, Augustus Kargbo and Scott Wharton remain out. Matty Litherland is also unlikely to feature. Mathias Jorgensen wasn't mentioned by name but there was no suggestion he's available either.
"Sidnei has rejoined; he was ill not injured," Mowbray explained.
"He's back now on the training ground; he'll be in the squad. Baradji won't be available, Dion (De Neve) won't be available, Scott Wharton won't be available.
"Litherland is getting close but I don't think so for Saturday. He's got a back spasm which we are managing. I don't think he'll make it.
"Kargbo did his hamstring and so that needs managing properly. We'll give that time before we integrate him back into training and discuss his training."
"Scott said to me today, he put his boots back on today," he added.
"He was training on the grass but and he might be back into training over the next week or so. That will need to be a gradual integration to make sure we manage him as well as we can."
Rovers will treat the Burton tie seriously and field a strong XI. Mowbray can see the merits of a morale-boosting victory before a difficult start to the league campaign.
"I think it is different, the season will be up and running even if there's no points to be gained," he admitted.
"You would rather go into the Wolves game on Friday in a positive frame of mind, rather than losing to a lower-leagued team. It's not ideal.
"We'll go to Burton with total respect to them, having played a few League One teams and not beating them comfortably. Barnsley, the score...it was a pretty tight game for the majority, like when we lost to Nottingham Forest.
